ब्रिक्स सम्मेलन में भारत ने छोड़ी छाप

Sudhanshu Mittalभारत के संदर्भ में सकारात्मक परिवर्तन की बयार देश भर में ही नहीं विदेशों में भी महसूस की जा रही है। प्रधानमंत्री नरेंद्र मोदी ने हाल ही में ब्राजील में ब्रिक्स शिखर सम्मेलन में अपनी विशिष्ट सोच और कार्यशैली की स्पष्ट छाप छोड़ी है। 


श्री मोदी ने यह सुनिश्चित करने में महत्वपूर्ण भूमिका निभाई कि लंबे समय से जिस ब्रिक्स बैंक को लेकर चर्चा चल रही थी वह मूर्त रूप ले। इस बैंक के पहले अध्यक्ष के तौर पर भारत के पास लगभग छः वर्ष का कार्यकाल होगा। यह एक अत्यंत महत्वपूर्ण उपलब्धि है। लम्बे समय के बाद अंततः भारत पुनः अंतर्राष्ट्रीय परिदृश्य पर अपनी पहचान बनाने की ओर सही दिशा में कदम बढ़ा रहा है।

ब्रिक्स बैंक की शुरूआत 100 अरब डालर की राशि के साथ की जा रही है। इसका मुख्यालय शंघाई में होगा। लेकिन श्री मोदी ने यह सुनिश्चित किया कि ब्रिक्स के सभी सदस्य देशों की इस बैंक को बनाने और चलाने में बराबर की भागीदारी और महती भूमिका रहे और भारत को इसकी पहली अध्यक्षता मिले।

पिछले कुछ वर्षों में डगमगाती घरेलु अर्थव्यवस्थाओं के चलते ब्रिक्स का महत्व कम होता दिख रहा था। पर इस बार के सम्मेलन में श्री मोदी के नेतृत्व में भारतीय पक्ष की सक्रियता ने इसमें फिर से नई शक्ति का संचार करने का सफल प्रयास किया है।

हम सभी जानते हैं कि भारतीय अर्थव्यवस्था अब वैश्विक अर्थव्यवस्था से करीब से जुड़ी है। वैश्विक अर्थव्यवस्थाओं में वित्तीय प्रवाह को पश्चिमी जगत नियंत्रित करता रहा है। अक्सर विकास के लिए दी जाने वाली राशि के साथ ऐसी शर्तें जोड़ दी जाती हैं जिससे विकासशील देशों को कई प्रकार की दिक्कतें होती हैं। लेकिन विकल्प का अभाव होने के कारण उन्हें अंतर्राष्ट्रीय मुद्रा कोष की शर्तों को मानना भी पड़ता है। अब ब्रिक्स बैंक के माध्यम से इस पकड़ को ढीला किया जा सकेगा जिससे भारत सहित ब्रिक्स देशों के आर्थिक हितों का दीर्घकालीन संवर्धन हो सकेगा। अन्य विकासशील देशों को भी अब एक नया विकल्प मिल सकेगा और इससे भारत की पहचान अंतराष्ट्रीय समुदाय में और मजबूत होगी।

ब्रिक्स सम्मेलन के उपरांत जारी सामूहिक घोषणापत्र में भारत के नजरिए से एक और महत्वपूर्ण घोषणा है सभी देशों द्वारा सर्वसम्मति से हर प्रकार के आतंकवाद की कडी निंदा। आतंकवाद के खिलाफ भारत की लड़ाई को अंतर्राष्ट्रीय समुदाय का समर्थन अब मुखर रूप से मिल रहा है।

ब्रिक्स शिखर सम्मेलन से इस बात के साफ संकेत मिलते हैं कि केंद्र में नई सरकार आने के साथ ही भारत आने वाले दिनों में विश्व मंच पर अपनी मजबूत उपस्थिति हर क्षेत्र में दर्ज करवाने के लिए स्पष्ट सोच के साथ अब सही दिशा में आगे बढ़ रहा है।

Union Budget 2014-15: A nationalistic approach and a bold new vision

Sudhanshu MittalThe Union Budget 2014-15 spells out the vision of the NDA government led by Prime Minister Sh. Narendra Modi. The key take away from the budget is the ‘nationalistic’ approach. All sections of society and all regions in the country have been touched upon in the budget thus rekindling the faith of the common people of the country in the motto of this government “Sabka Saath, Sabka Vikas.”

North-East continues to remain a high priority for the government. This is one of the most significant paradigm shifts in the policy making apparatus and will yield rich dividends in days to come. To underline some of the key initiatives announced for the north-east, Rs 100 crore has been provided for development of organic farming in North Eastern States. The much needed railway connectivity in the region will get a massive boost as Rs 1000 crore has been provided for the same. In another move having a long reaching impact, a new 24x7 channel called “Arun Prabha” will be launched to provide a strong platform to rich cultural and linguistic identity of the North-East.

This budget is a clear indication that the present government , while giving due importance to fiscal prudence, is taking adequate steps to give impetus to economic growth which is need of the hour. There is a long term vision of making Indian economy robust while ensuring that the most marginalised are integrated in the mainstream.
To provide institutional finance to landless farmers, the government will provide finance to 5 lakh joint farming groups of “Bhoomi Heen Kisan” through NABARD. Rs 4000 crore has been provided to ensure affordable housing for the urban poor. A national programme in Mission Mode to halt the deteriorating malnutrition situation in India is to be put in place within six months. This was a much needed step as almost half of the Indian children suffer from malnutrition or undernourishment. A piece meal approach adopted by the UPA government couldn’t yield desirable results for obvious reasons. But the present day government has rightly understood the challenge it is facing in this regard and hence took the decision to make an effort in “Mission Mode”.

Time and again, even within short span of one and a half months of its rule, the present day government has displayed amply that it has a long term vision to harness the strengths of India as a nation and society. There is a major focus on developing the technological prowess of the country in this budget. A number of new Technological Research Centres, IIMs, IITs have been announced. These are the institutes of excellence which would provide cutting edge skills to the Indian youth. This would enhance their job prospects also.
There is a focus on making Indians proudly stand on their feet by helping them to develop their skills and providing them with necessary support with a focussed approach. This is markedly different from the UPA approach which was always looking for ad-hoc solutions and hence had a fragmented approach to the issues of national importance. This budget has unleashed the bold new vision of this government and hence brought more than a ray of hope for Indians.

A government that acts!

Sudhanshu MittalNoted economist Arvind Subramanian who is currently the Dennis Weather stone Senior Fellow at the Peterson Institute for International Economics and a Senior Fellow at the Center for Global Development has been quoted in a recent Business Standard article: "An assessment this early(of NDA government) is a little unfair. Additional major policy announcements will be made in the budget on July 10. But to its credit, the government has not been idle or inactive."

Subramanian is right in his assessment. A look at the present set of circumstances reveal that this government is facing a tough situation in the external world. The crude oil prices, due to the Iraq crisis, are spiraling putting a huge burden on the government resources in terms of subsidies for the petroleum products. The present day government wouldn’t have been compelled to increase prices of petrol and passenger fares and freight charges of railways had the previous UPA government not left economy in tatters. The NDA government is in fact forced to first clean the mess created by the UPA government.
During the NDA regime the current account, for the first time since 1978 was brought to a state of surplus. With a current account surplus and a growth rate of 8.4% the UPA-1 reaped benefits of the structural recovery of Indian economy ensured by the NDA. But the strong foundation laid by the NDA was not utilized. The gains were frittered away with tokenism and populism. The policy paralysis, lack of transparency and corruption added to the woes of Indian economy.

Thus in 2014, the government led by Sh. Narendra Modi has been handed over an economy with a record current account deficit and a growth rate of less than 5 per cent. That simply means that the coffers are empty so the government has no space for maneuvering when it comes to bearing a burgeoning subsidy burden.

It is heartening for the well wishers of the Indian economy that the present government is swiftly taking action to deal with the current price situation. The way Prime Minister has himself stepped in to tackle the situation helps Indians to repose their faith in the strong will and determination of the government. A message against hoarding has already been sent down. Remember, in addition to the Iraq crisis, leading to volatile internal oil market, we are dealing with a poor monsoon. As mentioned earlier this crisisi has become even more grave because of the poor health of the Indian economy which is a direct outcome of 10 years of misrule of Congress led UPA government.

The present day government has taken charge just over a little month ago. And no one could disagree with Subramanian when he says 30 days is too short a period to judge any government.It is clear that the sustainable growth is achieved only with structural reforms regarding which this government is moving at a very fast pace. However still structural changes need time and the benefits coming out of that take even some more time. But those who have always preferred short-term political gains over long term national gains are raising a false bogey. But that will be of no use. The credibility of this government remains very high with strong and effective leadership at the helm of affairs.The common people of this country are realizing that this government works, acts and reacts unliike the previous UPA government which was in perpetual state of inertia. The present day government at the Centre is going all out to deal with every issue that concerns common man. The common people also realize that had the UPA government not created the economic mess, the road to recovery and growth would have been much shorter.
